With the consent of the Hunan Provincial Government, recently, the Hunan Provincial Department of Ecology and Environment issued the "Waste-Free Cities in Hunan Province" Construction Implementation Program (hereinafter referred to as the "Implementation Program"). Express packaging green governance is included.

　　 The Implementation Plan makes it clear that it is necessary to establish and improve the green management and evaluation standards for e-commerce, express delivery, takeaway and other emerging areas of enterprises, formulate and revise the local standards for the resourceful and energy-based use of green packaging for express delivery commodities, and promote the use of biodegradable materials for packaging in online purchasing, logistics and other links. By the end of 2025, the province's e-commerce platform enterprises and postal express outlets prohibit the use of non-biodegradable plastic bags, plastic tape, disposable plastic woven bags, etc., to reduce the secondary packaging in the delivery chain. Increase support for green packaging R&D and production, green logistics and distribution system construction, professional intelligent recycling facilities put into operation and other key projects and subsidies for low-value recyclables, and implement preferential policies such as income reduction for comprehensive utilization of resources products and additional deduction for R&D expenses.

　　 Hunan Postal Administration said that the next step will be in accordance with the "implementation program" deployment, to further strengthen the system design and policy supply, to enhance the level of green governance of express packaging, for the province's "waste-free city" construction to contribute to the industry's strength.
