The opinions clarify that for accidents involving intelligent driving vehicles, liability shall be determined in accordance with the Civil Code and the Road Traffic Safety Law. If the accident results from a product defect in the vehicle, victims may claim product liability against the automobile company or seller; if both the vehicle defect and the driver's fault contribute to the damage, liability may be pursued against both the driver and the automobile company or seller.

In response to automobile companies making false claims about intelligent driving levels and performance that harm consumer rights, consumers are supported in pursuing civil liability against the enterprises. When adjudicating cases, courts may require automobile companies and operators to submit complete records of intelligent driving events to ascertain the truth of accidents. These rules will address the issue of "shifting responsibility" in intelligent driving accidents and ensure the orderly development of the intelligent connected vehicle industry.
