Recently, the Ministry of Transport approved Shandong to carry out a pilot project for building a strong transportation nation through a linked mediation mechanism for transportation disputes. Qingdao, as a key implementation entity, is advancing the pilot's rollout. This initiative, grounded in the new-era "Fengqiao Experience," seeks to resolve transportation sector disputes at the source, protecting the lawful rights of market participants and employees, and enhancing the transportation business climate.

The Qingdao Transportation Law Enforcement Detachment has developed a mediation system characterized by "brand leadership, multi-party coordination, and closed-loop dispute resolution." It has built a "1+7+7" three-tier mediation network, establishing 15 mediation service points across enforcement jurisdictions, enabling residents to access mediation nearby and at their convenience. By deepening "three-room integration," it has instituted a three-stage mediation mechanism: "on-site mediation for simple disputes, institutional mediation for professional issues, and collaborative mediation for major conflicts," shifting mediation from passive handling to proactive service. Its case processing office has been recognized as a national grassroots enforcement contact point under the new-era "Fengqiao-style" model within the transportation system.
In the next steps, Qingdao will implement the pilot deployment, refine implementation plans, strengthen mediation infrastructures and teams, improve multi-departmental coordination, and continuously enhance its capacity to resolve disputes within the industry.
