September 8 news, addressing the practical pain points of all 33,000 truck drivers in Huaibei city who frequently move across provinces, making rights protection and organizational management challenging, the local government has explored and launched the 'Three Cross, Three Link' working method, which involves 'cross-province joint organizational building, cross-province joint rights protection, and cross-province joint governance', achieving 'wherever the wheels turn, services follow'.

　　Huaibei has established a municipal transportation industry party committee, set up cross-province mobile party member branches in concentrated areas of truck drivers from Huaibei in other provinces, placed four liaison points in freight enterprises and logistics parks, and built a cross-province service system of 'industry party committee + mobile party member branches + liaison points' to promote information sharing and coordination between outflow and inflow areas. Relying on 'cloud classroom' and 'micro party classes on wheels' for online learning and education, it extends services to the places drivers pass through during their cargo transport routes.
