Recently, the pilot task for the high-quality development of 'Four Good Rural Roads' as part of the transportation power construction passed acceptance in the Liaoning Provincial Department of Transportation. Through the pilot, Liaoning has established a rural road construction mechanism involving public participation, a maintenance production model combining professional and group efforts, and an information management system for rural roads with 'one road, one file'. It has taken the lead nationwide in achieving 100% connectivity of townships with third-class roads and 100% connectivity of eligible natural villages with hardened roads.

　　 Since the pilot task was launched and implemented for over six years, Liaoning transportation has anchored on the construction of 'four systems', comprehensively building an inclusive and fair rural basic road network, establishing a three-level road chief management system at county, township, and village levels, with 100% coverage of rural road management institutions; constructing and applying the 'one road, one file' information system for rural roads, achieving full coverage of automated pavement condition detection and evaluation for eligible rural roads, and increasing the proportion of rural roads in medium or above technical condition to 85%; maintaining 100% bus service coverage for townships and administrative villages, with urban-rural transportation integration development levels all reaching 4A or above, and 5A accounting for 82.6%.

　　 In recent years, the transportation departments of Liaoning Province have conducted surveys to form a province-wide 'one village one map', 'one town one map', and 'one county one book' for rural roads, exploring and innovating graded and classified management and maintenance models. For suburban counties and districts, they promote integrated management and maintenance of urban and rural facilities through government procurement of services. Some counties and districts have explored establishing a comprehensive management and maintenance model covering 'mountains, waters, fields, forests, villages, and roads', integrating with efforts such as rural living environment improvement to coordinatedly advance rural road maintenance; constructing a provincial rural road data management platform, unifying data resources and map applications, achieving same-platform management at provincial, municipal, and county levels, and supporting planning and maintenance management decisions with high-quality data.
