The Plan proposes to take the entire province's transportation trunk network and key transportation hub stations as support, linking and connecting regional national parks, natural landscapes, forests and grasslands, scenic spots, historical culture, humanistic customs, leisure health care, and outdoor event resources, to form a new pattern of integrated and interconnected full-domain panoramic development of mountains, waters, forests, grass, and sand.

Gansu will smooth the "quick access" corridors, accelerate the improvement of the "three corridors and six passages" comprehensive three-dimensional transportation network's rapid passage layout, build a "slow tourism" system, create multi-functional thematic routes based on the landscapes along the routes, implement a new round of rural road improvement actions and quality upgrades for scenic area connecting roads, simultaneously optimize the functional layout of hub stations, and build "transportation hub + cultural tourism commercial circle" complexes.
