On August 27, the General Office of the Hubei Provincial People's Government issued the Implementation Plan for Hubei Province to Carry Out a Multimodal Transport Campaign and Clear Bottlenecks and Blockages (2026-2030) (abbreviated as the Implementation Plan), striving to, by 2030, fully build the Wuhan Multimodal Transport Service Center, achieve interconnected data exchange across "rail, water, road, air, warehousing and postal services," achieve average annual growth of about 10% in port container rail-water intermodal transport volume, make the share of "single-document" rail-water intermodal container volume exceed 30%, and reduce the ratio of total social logistics costs to GDP to about 12%.

　　The Implementation Plan specifies accelerating the construction of a multidimensional transportation network with multimodal transport as its core advantage and a modern logistics system that is "the lowest-cost, most efficient and broadest-reaching" in China. It proposes accelerating the formation of a "super asterisk-shaped" high-speed rail network in Wuhan and multi-directional high-speed rail network layouts in Xiangyang and Yichang, and releasing existing railway freight capacity; strengthening the radiating and driving role of Wuhan as an international comprehensive transportation hub, and supporting the integration of Huanggang-Ezhou-Huangshi into Wuhan's hub layout; creating a modern port cluster with major ports such as Wuhan, Huangshi, Yichang, Jingzhou and Xiangyang as the core and inland dry ports such as Xianning and Jingmen as auxiliaries; supporting key logistics parks and large-scale industrial parks with annual cargo throughput of more than 1.5 million tons to connect to dedicated railway lines or pipelines, and promoting integrated planning and synchronous construction of functional supporting facilities and the main projects of the parks.

　　In terms of digital, intelligent and green upgrading, the Implementation Plan requires building an open and shared information connectivity system, opening up public data, sharing industry data, aggregating commercial data, and advancing the digital and intelligent upgrading of multimodal transport; improving a standards system for connectivity and mutual recognition, and accelerating the promotion of the "single-document" intermodal transport model, the "one-container" operating system, the "one-price" calculation mechanism, and "one-stop" service resources.
