Recently, the Shanxi Provincial Government issued the "Shanxi Province '15th Five-Year Plan' for Modern Comprehensive Transportation System Development", proposing to complete the digital upgrading of the province's main skeleton highways within five years. By 2030, the province's national expressway and high-speed rail networks will be basically connected, ordinary national and provincial highway sections passing through county seats will have their freight functions relocated outward, and the functions of comprehensive transportation hubs will be further improved.

The plan clearly defines a "3223 travel circle" and a "123 express freight logistics circle", namely 30-minute commuting in cities divided into districts, 2-hour access from Taiyuan to all cities in the province, 2-hour access from cities divided into districts to county areas, and 3-hour access from Taiyuan to major domestic cities; and achieve the express freight logistics goals of 1-day delivery to townships within the province, 2-day delivery to neighboring provinces, and 3-day access to the whole country.

Shanxi will optimize the "two vertical, four horizontal, one ring" comprehensive transportation corridors, accelerate the construction of expressway sections yet to be connected, and smooth provincial expressway exits. Relying on digital upgrading and transformation, it will strengthen monitoring and early warning for heavy coal transport corridors and intelligent dispatching capacity of the road network, shore up shortcomings in road network perception and emergency response, improve the passage efficiency of major freight corridors, ensure the transportation of coal and other key materials, and help the high-quality construction of the province's comprehensive multidimensional transportation network.
