Zhejiang’s “15th Five-Year” Transport Plan Implemented, Building a “Corridor + Hub + Network” Multidimensional Transport System

On September 10, the "Zhejiang Province 15th Five-Year Comprehensive Transport Development Plan" was officially released. The press conference clarified that by 2030 Zhejiang will basically complete the building of a modern, high-level transport powerhouse, achieve high-speed rail access in every city, and the completion and opening of the Ningbo-Zhoushan Railway will end Zhoushan’s history of having no high-speed rail.

The plan sets a series of quantitative targets: total railway mileage to exceed 5,000 kilometers, towns with a population of more than 100,000 to basically have expressway access, and inland 1,000-tonne-class waterways to increase to 1,200 kilometers; Ningbo Zhoushan Port’s container throughput to strive to exceed 50 million TEUs, and the ratio of total social logistics costs to GDP to fall to 12.5%. At the same time, it strives for the added value of the comprehensive transport industry to reach 1.2 trillion yuan and cultivate new business forms such as the low-altitude economy and smart transport.
Zhejiang will advance the "AI + transportation" initiative, improve the "six vertical and six horizontal" comprehensive transport corridors, deepen the four-port linkage, and promote railways and waterways to reach ports, parks, and enterprises. It will accelerate the digital transformation of busy expressways, build a provincial one-hour and county-level half-hour transport circle, continuously optimize the multimodal transport system, reduce logistics costs, and support the construction of the common prosperity demonstration zone.
