On September 10, at the press conference on Zhejiang Province's "15th Five-Year Plan" Comprehensive Transportation Development Plan, Zhejiang proposed to continue deepening the "four-port" coordination of seaports, airports, land ports, and digital trade ports, build a globally connected open transportation system, and consolidate its position as a strategic hub for domestic and international dual circulation.

At present, Zhejiang has 261 international shipping routes, 60 international all-cargo aircraft routes, and 27 China-Europe freight train routes. During the "15th Five-Year Plan" period, Zhejiang will strengthen the leading role of Ningbo Zhoushan Port, build bulk commodity storage and transportation bases, expand ocean-going, Arctic, and near-sea routes, aim to have Ningbo Zhoushan Port's international container routes exceed 270 by 2030, and strengthen shipping service cluster zones. At the same time, it will enhance the level of the Jinhua (Yiwu) China-Europe freight train assembly center, improve air cargo hubs such as Hangzhou and Jiaxing, give play to the information linkage role of the digital trade port, and promote quality and efficiency improvement in multimodal transport.
Through infrastructure connectivity, multimodal transport, data sharing, and customs clearance coordination, Zhejiang will improve sea-rail, river-sea-river, and air-land intermodal transport systems, reduce logistics costs across society, facilitate the efficient collection and distribution of foreign trade goods, provide high-level logistics support for the freight industry and foreign trade industry, and accelerate the building of a strong transportation province and a high-level open province.
