Recently, the "Artificial Intelligence + Transportation" Action Plan of Tianjin Municipality (referred to as the "Plan") was officially released. The Plan proposes that, by 2030, it will strive to integrate artificial intelligence into the entire life cycle of transportation, create more than 9 landmark scenarios, build more than 10 high-quality datasets, and deploy more than 10 high-quality intelligent agents, forming a new pattern of intelligent transportation development featuring a solid digital-intelligence foundation, all-domain scenario empowerment, and an active industrial ecosystem.

The Plan strengthens the supply of data resources and enhances support for computing power and algorithms. It proposes actively connecting with Beijing-Tianjin-Hebei public computing power resources, encouraging enterprises in ports, highways, transportation, and other fields to build their own computing power and share it with the industry, and, relying on the municipal integrated public computing power resources and the comprehensive computing power scheduling service platform, promoting two-way interconnection and market-based scheduling and allocation of government and enterprise computing power resources, thereby reducing the cost of computing power use in the industry.

Focusing on deepening the intelligent empowerment of application scenarios, the Plan deploys a series of measures in areas such as smart highway safety and efficiency enhancement, smart water transport efficient coordination, postal and express delivery service quality improvement, smart infrastructure construction and maintenance, all-domain convenient smart travel, and smart logistics coordinated efficiency improvement.

According to the Plan, Tianjin will build an intelligent monitoring network for highway facilities, integrate intelligent sensing and unmanned inspection technologies, carry out all-time intelligent perception of key bridges, slopes, and tunnels on more than 900 kilometers of demonstration road sections, strengthen road network operation monitoring under abnormal conditions, and enhance intelligent control of road network operations.

The Plan specifies that it will promote the large-scale application of intelligent port equipment, consolidate the foundation for building Tianjin Port into a smart and green hub port, strive to achieve 100% automation of large container loading and unloading equipment, expand the scale of AI transport robots, and rely on multi-agent collaboration technology to realize all-domain operations of transport robots. Relevant departments will carry out pilot applications of intelligent ships, relying on offshore autonomous navigation and remote collaboration technologies, and, in complex scenarios such as Tianjin-Yangtze River Estuary and Tianjin-Zhuhai offshore routes and port anchorages, pilot autonomous obstacle avoidance, ship-shore collaboration, assisted berthing and unberthing, and formation navigation.

In response to the high public attention to convenient smart travel, Tianjin will create intelligent passenger intermodal transport services, integrate operation data and service resources of multiple transportation modes, advance the application of face-based clearance and one-code clearance at airports and railway hubs, strengthen coordinated scheduling of rail transit and buses, guide enterprises to build MaaS travel systems, and gradually realize cross-modal intelligent planning, integrated ticketing and payment, and seamless self-service travel for external transportation, Beijing-Tianjin-Hebei intercity transportation, and urban transportation.

In the low-altitude field, the Plan proposes strengthening low-altitude flight supervision services, advancing the construction of the Tianjin low-altitude flight management service platform, realizing functions such as low-altitude airspace management, intelligent approval, flight path tracking, and conflict warning, and carrying out a commercial pilot of "scan-to-fly".
