Recently, the "Shenzhen Municipality's Work Measures to Support the High-Quality Development of Seaport Ports (2026-2028)" was officially issued, rolling out a series of support measures in areas such as the port collection and distribution system, cross-border freight, port customs clearance, and industry cultivation, to help seaport ports improve quality and efficiency.

The plan focuses on optimizing the port collection and distribution network, promoting the development of multimodal transport by road, rail, and water, improving supporting facilities for truck traffic in port areas, and enhancing the transport and turnover efficiency of containers, oversized cargo, and other goods. In terms of customs clearance facilitation, it continues to deepen port supervision reform, shorten cargo clearance time, simplify the procedures for handling cross-border freight business, and reduce operating costs for logistics enterprises.
The policy also strengthens port supporting services and industry support, encourages digital and intelligent upgrading of ports, and promotes the application of new technologies such as smart gates and unmanned container trucks in port areas. At the same time, it increases support for market entities such as shipping, freight forwarding, and logistics, and cultivates new forms of cross-border logistics.
In addition, the document proposes improving the port safety governance mechanism, strengthening full-chain supervision of freight vehicles and dangerous goods transport, and coordinating port operation safety and traffic efficiency. This three-year measure will further consolidate Shenzhen's position as a seaport hub, drive the development of regional road freight and commercial vehicle collection and distribution operations, and support the development of the Guangdong-Hong Kong-Macao Greater Bay Area cross-border logistics network.
