"1+4" Target System Unveiled, China Accelerates the Upgrading of the Intelligent Connected NEW ENERGY Vehicle Industry

  On September 11, the Ministry of Industry and Information Technology, together with the National Development and Reform Commission, the Ministry of Public Security, the Ministry of Transport, and five other departments, jointly issued the "15th Five-Year Plan for the Development of the Intelligent Connected NEW ENERGY Vehicle Industry", orienting toward green, intelligent, high-end and international development, clearly defining the "1+4" development target system for 2030, and drawing a development blueprint for the automobile and freight equipment industries.

  The plan proposes the overall goal: by 2030, China will join the ranks of the world's automotive powers; NEW ENERGY passenger vehicles will account for 70% of new vehicle sales, NEW ENERGY commercial vehicles will account for 40% of new vehicle sales; vehicles with autonomous driving functions will achieve large-scale application; highly automated driving applications will be deployed in scenarios such as highways and urban expressways.

  The plan deploys 17 key tasks in five major areas, 4 major projects, and 3 key actions. It includes the large-scale application of NEW ENERGY heavy trucks, autonomous driving demonstration for trunk-line logistics, and vehicle-road-cloud integrated construction in key promotion actions, requires improving the charging and battery-swapping infrastructure network, making breakthroughs in core technologies such as operating systems and power batteries, and improving the safety and market access management system.

  At the same time, it proposes to enhance the internationalization level of the industry, promote the green and low-carbon transformation of the automobile industry chain, drive the iterative upgrading of freight equipment, and support the green and smart transformation and development of the road transport industry.
