“3+4+N” Risk Prevention and Control Implemented: Ministry of Transport Deploys 2026 Mid-Autumn Festival and National Day Transport Safety and Service Guarantees

　　Recently, the Ministry of Transport issued a notice to deploy transport work safety and service guarantees for the 2026 Mid-Autumn Festival and National Day holidays, implement the holiday "3+4+N" risk prevention and control system and the "Thirty Measures" hard measures, and ensure safe and convenient travel for the public.

　　In terms of safety control, upgraded control is implemented for 7 categories and 13 items of major hazard sources, including "two passenger types and one dangerous goods" vehicles, bridges and tunnels, and high-risk construction projects, and closed-loop rectification of hidden dangers is enforced. The National Day free passage policy for small passenger cars is implemented; "one section, one policy" plans for congestion relief and smooth flow are formulated; obstacle clearance and rescue points are densified; rapid accident handling, compensation, and removal are promoted; and traffic from scenic areas is prevented from backing up onto expressways.

　　For NEW ENERGY travel, a list of service areas with busy charging is dynamically compiled, expressway charging and battery-swapping support is optimized on a "one area, one policy" basis, mobile charging equipment is deployed, and charging queue pressure is eased. In terms of transport organization, capacity deployment at hubs and scenic areas is strengthened, the supply of customized passenger transport and tourist charter buses is increased, and transfer connections for passengers arriving at night are ensured. Manual service windows are retained to ensure travel for key groups such as the elderly, children, the sick, the disabled, and pregnant women; the 12328 service supervision channel is kept open; extreme weather defense is simultaneously strengthened; emergency forces are pre-positioned; and safety supervision and convenience services are comprehensively coordinated.
