7 categories and 13 major hazard sources under key control; Henan takes multiple measures to ensure transportation safety and stability

　　On September 21, the Henan Provincial Department of Transport issued measures to implement escalated control over major hazard sources in the transportation sector, prevent major and especially serious accidents, and ensure a stable transportation safety situation during the Mid-Autumn Festival and National Day.

　　The whole province focused on vehicles in the "two passenger and one hazardous" category, waterborne passenger ships, high-risk large projects, high-risk road sections, bridges and tunnels, and other 7 categories and 13 major hazard sources to establish ledgers, refining and assigning them down to vehicles and vessels, enterprises, and points. Before the holiday, four-level full-coverage training was organized, self-inspection and screening of hidden dangers were carried out, and closed-loop management of hidden dangers—"screening-feedback-rectification-reporting"—was implemented. Enterprises with major hidden dangers that had not been dynamically cleared to zero were, in principle, suspended from operation during the holiday.

　　Through positioning check-in mini-programs, video spot checks, and on-site inspections, enterprise responsible persons were urged to remain on duty at their posts. During the holiday, in principle, road-related traffic construction, ultra-high-risk large projects, and port special-class hot work were suspended; if operations were truly necessary, they had to be approved and supervised throughout by designated personnel.

　　The provincial department formed 9 guidance and assistance groups to go down to the front line for supervision in seven major fields, including "two passenger, one hazardous, and one freight," urban passenger transport, water transport, and projects under construction. It adopted a "leaders + experts" model to provide stationed assistance at key locations such as passenger stations, ferry crossings, and wharves, tightening and solidifying the work safety responsibilities of all parties.
