Twelve Departments Issue Plan: By 2030, the Capital Metropolitan Area Will Take the Lead in Building a Modern Comprehensive Transportation System

　　On September 21, the Ministry of Transport and 11 other departments jointly released the Implementation Plan for Accelerating the Construction of a Modern Comprehensive Transportation System for the Capital Metropolitan Area (2026-2030), specifying that by 2030, the Capital Metropolitan Area will take the lead in building a modern comprehensive transportation system.

　　The plan proposes that the share of the population with access to 60-minute commuting conditions within major commuting corridors exceed 60%, and that major passenger transport hubs basically achieve 60-minute interconnection; administrative centers of all districts and counties will have 15-minute access to the high-speed and expressway network, a 30-minute passenger transport network radiating from county seats to villages and towns will be built, and the goals of a "National 123 Travel Traffic Circle" and a "Global 123 Express Logistics Circle" will be basically achieved.

　　In the future, the construction and renewal of the "Eight Corridors and Two Rings" main transport corridors will be advanced, multi-level rail transit will be improved, shortcomings in the high-speed and expressway network will be addressed, cross-city commuting passenger transport, multimodal transport logistics, and smart and green transportation development will be coordinated, and the development of commuting circles, functional circles, and industrial synergy circles will be taken into account. Through integrated, safety-oriented, digital-intelligent, and green transformation, a model for modern metropolitan area transportation construction will be created to support the coordinated development of Beijing-Tianjin-Hebei.
