In accordance with the principle of "planning first, scenario-driven, scientific and orderly, localized and appropriate", the company will carry out the pilot project of "one hundred counties, one thousand stations and ten thousand piles", and strengthen the planning and construction of new energy vehicle charging and switching facilities in key villages and towns.

The provincial level should give full play to its role of coordination and harmonization, and put the specific work into practice. Local departments at all levels should actively introduce relevant policies in the land, electricity prices, service fees, etc., to form a policy synergy, and effectively make up for the short board of public charging infrastructure in rural areas, and strive to realize the charging infrastructure of "township and village full coverage".

　　 In terms of specific pilot content, the notice puts forward, will enhance the public charging infrastructure in rural areas to ensure service capacity. According to the region and transit new energy vehicle needs, increase the public charging infrastructure in the appropriate use of new energy vehicles in rural areas construction efforts. The new charging infrastructure in the pilot counties should be open to the whole society, the availability rate of not less than 99%, the rated power of 120 kW or more (including 120 kW), and vigorously promote intelligent fast charging public charging infrastructure.

　　 On the incentive standards, the notice makes it clear that the central financial authorities agreed to file by the three departments and complete the task objectives of the pilot county to give incentives for financial support, each pilot county demonstration period of three years. Reward standards according to the annual pilot county power utilization rate of charging and switching facilities set up, divided into three grades. During the demonstration period, the pilot county that achieves the highest target each year can receive up to 45 million yuan.
