On April 18, the Chengdu Municipal Bureau of Economy and Information Technology issued the Notice on Organizing and Carrying Out the 2024 Chengdu Hydrogen Energy Industry Project Declaration Work (hereinafter referred to as the Notice).
According to the Notice, Chengdu provides financial support for three types of projects, including green power hydrogen production, hydrogen refueling station construction, and hydrogen refueling station operation, with the maximum support for a single project amounting to 20 million dollars.
1. Green Power Hydrogen Production Project
For electrolytic water hydrogen production enterprises with hydrogen production design capacity of 500 standard cubic meters/hour or more (including 500 standard cubic meters/hour), they will be given an electricity subsidy of RMB 0.15-0.20/kWh according to the actual electricity consumption of electrolytic water hydrogen production, with the maximum subsidy amount not exceeding RMB 20 million per year.
2、Hydrogen refueling station construction projects
Specifically divided into five categories: fixed hydrogen filling station, temporary hydrogen filling station, temporary reconstruction of fixed, 70MPa hydrogen filling station, hydrogen production and refueling in one war.
(1) Fixed hydrogen station construction subsidies. For new construction, alteration and expansion of 35MPa fixed hydrogen refueling stations with daily hydrogen refueling capacity of not less than 500kg (including integrated energy stations with hydrogen refueling function), a one-time subsidy of up to RMB 5 million will be granted at 30% of the actual investment in the construction of hydrogen refueling portion (excluding land cost).
(2) Temporary hydrogen refueling station construction subsidy. For newly-built 35MPa temporary hydrogen refueling stations with daily hydrogen refueling capacity of not less than 500kg and officially operated for more than one year (based on the date of the first hydrogen sales invoice), a one-time subsidy of up to 1 million RMB will be granted based on 10% of the actual investment in the construction of the hydrogen refueling section (excluding land cost).
(3) Subsidy for the construction of temporary hydrogen refueling stations converted into fixed hydrogen refueling stations. After the temporary hydrogen refueling station obtains the contract for granting the right to use state-owned construction land at the original site (or the state-owned land use certificate or the real estate right certificate) and the hazardous chemical operation license, if it meets the standard of fixed hydrogen refueling station [35MPa fixed hydrogen refueling station with a daily hydrogen refueling capacity of not less than 500kg (including integrated energy station with hydrogen refueling function)], it will be granted a one-time subsidy of up to 1 million RMB according to the actual investment in the construction of hydrogen refueling portion (excluding land cost), minus 30% of the actual investment in the construction of the temporary hydrogen refueling station that has been granted. 30% will be given as a one-time differential subsidy after deducting the construction subsidy for the temporary hydrogen refueling station that has already been obtained, and the total subsidy will not exceed RMB 5 million.
(4) Subsidy for the construction of 70MPa hydrogen refueling stations. Newly built, reconstructed or expanded 70MPa hydrogen refueling stations with a daily hydrogen refueling capacity of not less than 500kg will be granted a one-time subsidy of up to 10 million RMB based on 30% of the actual investment in the construction of the hydrogen refueling portion (excluding the cost of land).
(5) Supporting subsidies for the construction of integrated hydrogen production and refueling stations. A one-time subsidy of up to 10 million RMB will be granted at 30% of the actual investment in the construction of the hydrogen refueling part (excluding land cost).
3. Hydrogen refueling station operation project
For hydrogen refueling stations with a daily hydrogen refueling capacity of no less than 500 kg and a sales price of no more than RMB 35/kg, an operating subsidy of RMB 20 per kg, up to a maximum of RMB 5 million, will be granted according to the cumulative annual hydrogen refueling volume.
