On August 11, the CPC Central Committee and the State Council issued the Opinions on Accelerating Comprehensive Green Transformation of Economic and Social Development (hereinafter referred to as “Opinions”). This is the first time that the central level has made a systematic deployment of accelerating the comprehensive green transformation of economic and social development.
The specific deployments in the Opinions cover different areas such as regional development, industrial structure, energy, transportation, urban and rural construction, consumption patterns, and scientific and technological innovation. Liu Qiong, director of the National Energy Conservation Center of the National Development and Reform Commission, said that a comprehensive green transformation means integrating the requirements of green transformation into the overall economic and social development, and promoting green transformation in all aspects, in all fields, and in all geographical areas, which is conducive to further shaping China's new advantages in development, and to building a more globally competitive modernized economic system. The overall goal of the Opinions is that by 2030, the comprehensive green transformation of economic and social development will have achieved significant results. By 2035, economic and social development will have entered a comprehensive green and low-carbon track, carbon emissions will have decreased steadily after reaching the peak, and the goal of a beautiful China will have been basically realized.
In terms of “accelerating the development of digital green transformation”, the “Opinions” made it clear that deepening the application of artificial intelligence, big data, cloud computing, industrial Internet, etc. in the electric power system, industrial and agricultural production, transportation, building construction and operation and other fields, to realize the green transformation of the empowerment of digital technology.
