About 3.2 billion yuan invested! Shandong rolls out a fiscal package to boost the development of the electric heavy truck industry

On September 16, according to disclosures at a press conference of the Shandong Provincial Government, Shandong coordinated the raising of about 3.2 billion yuan in fiscal funds through multiple channels, and issued a package of policies focusing on three major directions: reducing the burden of vehicle purchase, facilitating charging, and extending and strengthening the chain, to comprehensively support the promotion and industrial development of electric heavy trucks.

On the vehicle purchase side, a system of "subsidies + tax reductions + interest subsidies + insurance" has been established. The maximum subsidy for scrapping and updating an old diesel heavy truck is 140,000 yuan per vehicle, which can support the replacement of 20,000 China IV heavy trucks with electric heavy trucks; on top of that, purchase tax and vehicle and vessel tax reductions/exemptions, loan interest subsidies, guarantee fee subsidies, insurance burden reductions, and enterprise operation rewards further reduce vehicle owners' purchase and operating pressure.
In terms of energy replenishment infrastructure, special bonds, loan interest subsidies, and county-level pilot awards/subsidies are used to advance the layout of high-power charging and battery-swapping demonstration stations on expressways and national and provincial roads, solving charging difficulties. On the industrial side, R&D subsidies, technical transformation interest subsidies, and government investment funds are used to support electric heavy truck and charging/battery-swapping enterprises in technological iteration and capacity expansion. Provincial-level funds have already invested in 105 related industrial projects.
Next, Shandong will dynamically optimize policies, strengthen performance management of funds, continue to promote the large-scale application of electric heavy trucks, and help the freight industry's green and low-carbon transformation.
