Mid-Autumn Festival and National Day Holiday: "One Section, One Policy" to Strengthen Congestion Relief and Ensure Smooth Flow on Busy Road Sections

　　Recently, the Ministry of Transport issued the Notice on Doing a Good Job in Transportation Safety Production and Service Guarantee During the 2026 Mid-Autumn Festival and National Day Holiday, guiding localities to implement in a detailed and thorough manner the "3＋4＋N" risk prevention and control system for major public holidays and the "Thirty Measures" hard measures and other relevant requirements, making every effort to prevent and control major risks, upgrade the management and control of major hazard sources, organize passenger transport, and provide service guarantees, so as to ensure that the people travel safely, conveniently, and smoothly during the holiday.

　　The notice proposed strengthening proactive defense against severe weather, conducting dynamic scheduling in key areas, urging enterprises to strictly implement the early warning "call-response" mechanism, paying close attention to weather changes during the holiday, and strictly abiding by prohibitions and restrictions on road traffic (navigation) during severe weather and project construction requirements. When conditions for safe operation or work are not met, they must resolutely stop all that should be stopped, close all that should be closed, and evacuate all that should be evacuated; strictly implement proactive defense measures such as "response, patrol, and control" for heavy rainfall and "two inspections and two in-place" for continuous rainfall, and strictly prevent major and especially serious accidents caused by highway damage.

　　During the holiday, travel demand is strong, and passenger and vehicle flows run at high levels. The notice requires formulating "one section, one policy" congestion relief and smooth traffic plans, increasing the density of clearance and rescue points, pre-positioning emergency rescue forces, and improving the rapid response capacity for road network blockages and congestion; dynamically assessing traffic conditions at popular scenic spots and busy routes, formulating diversion and guidance measures in advance, and strictly preventing congested traffic from popular scenic spots and surrounding sections from backing up onto expressways; strengthening "one road, multiple parties" joint service and coordination, implementing rapid handling, rapid compensation, and rapid removal for accidents, and maximizing mainline smoothness; for service areas with particularly busy charging demand, formulating "one area, one policy" charging service guarantee plans, and improving service guarantee capacity by adding charging parking spaces, high-power fast-charging equipment, or mobile charging facilities.

　　The notice specified that it is necessary to strictly implement the detailed measures for upgrading the management and control of major hazard sources in transportation safety production during the holiday, implement upgraded management and control for 7 categories and 13 items of major hazard sources, including vehicles in the "two passenger and one hazardous" category (tourist chartered buses, long-distance passenger buses, and dangerous goods transport vehicles), high-risk road sections and bridges and tunnels, and water passenger ships, establish work ledgers, and refine upgraded matters one by one to specific vehicles and ships, transportation enterprises, and key points, so as to ensure measures are controlled in place and responsibilities are fulfilled in place; do a good job in the investigation and rectification of major hidden dangers, urge enterprises to improve the closed loop of "investigation-feedback-rectification-report" for major hidden dangers, and ensure that all major hidden dangers are rectified before the holiday.

　　The notice proposed dynamically assessing holiday passenger flow changes and making every effort to provide transport service guarantees during key periods and in key areas; strengthening transport capacity deployment in key areas such as integrated transport hubs and popular scenic spots, increasing departure frequency, extending operating hours, and improving urban-rural trunk-feeder connection and rapid collection and distribution capacity; increasing the supply of customized passenger transport, customized buses, and small and medium-sized tourist chartered vehicles, guiding small and micro car rental enterprises to increase capacity deployment at passenger transport hubs such as airports and high-speed railway stations, as well as in popular tourist cities and high-quality self-driving tour routes; coordinating integrated transport services and ensuring smooth travel connections for the "first and last mile".
