Anchoring the 2030 goals, China advances the implementation of high-level autonomous driving on expressways and urban roads

Recently, the Ministry of Industry and Information Technology, together with the National Development and Reform Commission, the Ministry of Public Security, the Ministry of Transport, and five other departments—nine departments in total—officially issued the "15th Five-Year Plan for the Development of the Intelligent Connected NEW ENERGY Vehicle Industry," clarifying the direction of industrial development toward 2030 with a "1+4" target system. The plan proposes that by 2030, China will join the ranks of the world's automotive powerhouses, and vehicles with autonomous driving functions will achieve large-scale application; NEW ENERGY passenger vehicles will account for 70% of new passenger vehicle sales, and NEW ENERGY commercial vehicles will account for 40% of new commercial vehicle sales.

At the technical scenario level, high-level autonomous driving will be realized on expressways, urban expressways, and some urban roads; at the same time, clear constraints will be set on vehicle energy consumption and electricity consumption indicators. The plan deploys 17 key tasks across five major areas and implements three special actions, focusing on advancing autonomous driving demonstrations for trunk-line logistics and the promotion of NEW ENERGY heavy trucks, making breakthroughs in core components such as operating systems and power batteries, and improving vehicle-road-cloud integrated infrastructure construction.
The plan simultaneously improves the safety access and data security management mechanisms for intelligent connected vehicles, promotes the green and low-carbon transformation of the industrial chain, encourages autonomous driving to be deployed in freight logistics scenarios, and drives the intelligent iterative upgrading of road transport equipment.
