Open up the “last mile” of two-way circulation: Gansu implements the three-year action plan for passenger-freight-postal integration

　　On September 16, the Gansu Provincial On-Site Promotion Meeting on Improving Quality and Efficiency in Transportation Passenger-Freight-Postal Integration Development was held in Yongchang County, deploying implementation of the Action Plan for Improving Quality and Efficiency in Rural Passenger-Freight-Postal Integration Development (2026–2028) and advancing two-way urban-rural logistics circulation.

　　As of now, Gansu has built more than 40 passenger-freight-postal integration projects, opened 3,209 rural passenger transport routes, and put 10,700 rural passenger vehicles into operation. The rates of administrative villages with access to passenger buses and direct postal services are both 100%. Passenger-freight-postal integration covers 80 counties and districts, with a coverage rate of 97.5%.

　　The meeting made clear that it will build solid county-township-village three-tier comprehensive service nodes, create county-level shared distribution centers, township comprehensive service stations, and village-level one-stop service points, expand diverse integration models such as transport-postal and transport-commerce-postal-supply, and strengthen safety management and digital-intelligent empowerment. Strive to have, by the end of 2027, agriculture-related counties with the necessary conditions complete the construction of three-tier stations and the opening of cooperative routes. Coordinate and integrate agriculture-related and logistics subsidy funds, dynamically monitor and prevent "connected areas from becoming unconnected again," explore sustainable operation models tailored to local conditions, consolidate and expand the model experience of the "Longyuan practice" in passenger-freight-postal integration, and open up the rural logistics last mile for industrial goods going to the countryside and agricultural products entering cities.
