  Recently, the Information Office of the Qingdao Municipal People's Government of Shandong Province held a regular policy briefing to introduce the Three-Year Action Plan for the Green Transformation of Qingdao Port (2026-2028) (hereinafter referred to as the Action Plan). Focusing on the four major systems of green energy supply, green port area, green corridor, and smart empowerment, the Action Plan deploys 17 key tasks and specifies that by 2028 it will basically build a nationally leading green port benchmark with "electricity as the core and clean energy as the mainstay," and by 2030 build a new-type energy supply and use system supported by green electricity, featuring hydrogen energy, and with green fuel bunkering as a new business format.

  The Action Plan proposes exploring a new model of direct green electricity connection at ports, studying the development of wind power and photovoltaic projects in the periphery of Qianwan and Dongjiakou port areas, advancing the construction of a 20.1 MW wind power project on the north shore of Qianwan Port Area, with annual power generation capacity exceeding 30 million kWh by 2027, and adding no less than 15 MW of distributed photovoltaic installed capacity and 15 million kWh of green electricity generation capacity; accelerating the replacement of NEW ENERGY machinery and equipment, phasing out 40 old fuel-powered units and updating 50 electric machines by 2028, with the clean energy proportion of large fixed machinery and mobile machinery reaching 70%, and promoting about 150 electric vehicles.

  Qingdao will optimize the cargo collection and distribution structure, add 6 sea-rail intermodal train routes, and maintain the clean transport ratio at 90% by 2028; build no fewer than 6 new charging and battery-swapping stations, add no fewer than 4 sets of shore power facilities, with annual shore power connection volume exceeding 20 million kWh; carry out green methanol bunkering on a regular basis, deploy LNG ship-to-ship bunkering and liquid ammonia bunkering, and by 2028 achieve an annual green fuel bunkering volume of 80,000 tons and an annual LNG bunkering capacity of 200,000 cubic meters.

  Through multi-energy integrated supply, Qingdao will promote the port's transformation from an "energy user" to an "energy provider." On the basis of having built the first hydrogen refueling station at a port in the country, it will further expand into new scenarios such as hydrogen-powered mobile machinery and solid-state hydrogen storage technology, creating a "China Hydrogen Port" benchmark; it will build an energy and carbon intelligent management and control platform and a smart energy comprehensive service platform, making the green transformation "visible, calculable, and manageable."
