Yunnan Expressways to Develop "Parks Within Parks" and "Zones Within Zones" to Strengthen In-Line Logistics

Recently, the Yunnan Provincial Department of Transport and other departments jointly issued the "Nine Measures to Support the Integrated Development of 'Expressways + Logistics'" (referred to as the "Measures"), promoting the integrated development of "expressways + logistics" and reducing costs, improving quality and increasing efficiency in transport and logistics from nine major aspects, including revitalizing existing road-area assets, coordinating the layout of logistics facilities, and unblocking cross-border logistics corridors.

The Measures specify that, provided that planning, safety and ecological protection requirements are met, expressway operating entities are supported in building logistics warehousing, transit and distribution facilities and other facilities relying on service areas and parking areas, and in handling land-use procedures in accordance with laws and regulations; they should make good use of the transitional support policy for state-owned construction land and effectively revitalize existing buildings, land and other resources along expressways for the construction of logistics and related supporting facilities.

The Measures propose supporting expressway operating entities in building transit terminals, public warehousing, sorting and distribution centers and cold-chain logistics facilities in service areas, parking areas, toll stations, etc. through the "parks within parks" and "zones within zones" models, so as to strengthen "in-line logistics"; developing regional logistics transit and distribution bases in coordination with ports, parks, dry ports, seaports, etc., to develop "out-of-line logistics"; and supporting qualified service areas in building low-altitude logistics facilities to improve regional short-range air-ground connection transport networks.

Focusing on unblocking cross-border logistics corridors, the Measures encourage expressway operating entities to build dedicated channels connected to port freight corridors in qualified border-adjacent expressway service areas, improve supporting functional facilities such as bonded logistics, landing processing, transshipment and distribution, and promote integrated development of zones and ports; optimize cross-border customs clearance processes, promote and apply the "yard-to-yard linkage" model, explore and implement the "integrated comprehensive bonded zone-port linkage" model in the China (Yunnan) Pilot Free Trade Zone, and achieve one-time declaration, one-time inspection and one-time release.

In terms of building a multimodal transport system, Yunnan will strengthen the integrated road-rail intermodal transport pilot at Dushupu Service Area and replicate and promote it in qualified service areas; cultivate and develop "expressways + low-altitude" application scenarios, support the construction of international road port projects supported by multimodal transport, and promote the construction of multimodal transport cargo distribution platforms and one-stop customs clearance service centers; encourage cross-border "one-document" and "one-container" through transport, and advance standardized "bulk-to-container" transport.

According to the Measures, Yunnan will support expressway operating entities in building standardized drop-and-pull transport operation areas in expressway service areas, and improve supporting facilities such as loading and unloading, connection, and dispatching; promote the "service area transit + unified warehousing and common distribution" model, carry out sorting and distribution for e-commerce express delivery, fresh food cold chain, etc., and improve the organizational efficiency of drop-and-pull transport.
